What kind of security does Cartagia have in his thrown room? G'Kar gets out of his chains and starts a fist fight that goes on for several minutes and he doesn't end up dead. Shouldn't at least his personal guards be armed with guns or at the very least ceremonial daggers or something?
I can understand others not having weapons in the presence of the Emperor, even today police and military officers generally have to leave their weapons behind when having a sit down, meet & greet or a photo op with the President; but his personal Secret Service detail is armed at all times, even in the Oval Office.
Londo said that the Emperor's personal guards can not be bribed, so I'd assume that they are like the Secret Service, the most loyal people one can find and I'd assume that they would be the ones who should be armed at all times.
