Oh Brother, Where Art Thou?

Nitcentral's Bulletin Brash Reflections: Sliders: Season Four: Oh Brother, Where Art Thou?
The Sliders land in an area of an Earth that appears very Amish-like. They see locals attmepting to stop the innovative ideas of one of their own, a man who is trying to hang glide. The Sliders meet the man and help him out of trouble. They also discover that his name is Colin... Mallory. At first he disbelieves the Sliders, but Quinn understands Colin's inventions and persuades him to leave the girl he loves behind. Seeing the Einstein-Rosen bridge (wormhole) establishes Colin's belief in his brother and new friends.
They land on a world where DNA samples are taken and coded to match one's property and money, which is helpful when a person dies. The group runs into Colin's love's double on this world and get mixed into the attempted robbery of a cryogenically frozen millionare. Colin foils the plan and the Sliders leave onward...

I know Colin is smarter than the people on his world, but from where he was from, it didn't take long for him to get the hang of the cellular phone and know what to do with it. I'm not sure if he observed the dna world's Suzanna pull the antenna of phone to talk, but I thought he shouldn't be aware to do that to talk on it. I thought it was rather quick for him to find the hotel's number so quickly as well.

Why did the thugs not open the cryo tank since they know?Wouldn't it make the reanimation process faster seeing how he's going to die anyway and why do they need the whole body every cell has the same genetic code. They could have walked in thier lobbed off a finger and heat it up later and they would have still had the genetic code the needed.
