Psycho Killer is an entirely inappropriate song for the resolutely mellow fourth Doctor. (You can actually imagine him reading the lyrics in a gentle and mellifluous way that's entirely at odds with the neurotic tone of the song. "I hate people when they're not polite, wouldn't you agree K9? K9?")
I'd pin it on David Tennant myself and even then it's not a great fit.
