Basically writers, living or dead, who you think would have done good episodes of the show.
As a fan of Philip Levene's science fiction episodes of The Avengers I was amazed that he wasn't one of the many writers who wrote for both shows. Although his Man-Eater of Surrey Green, was the... um... "inspiration" for The Seeds of Doom.
I've been a fan of Phil Foglio's comics since the '80s. His current project is the comic book turned webcomic Girl Genius set in a world of Sparks (mad scientists), but every now and then he does does a page that makes me think how much fun a Folio-penned episode of Dr. Who could be, like today's.
A little hard to imagine her writing in an established franchise, but I'd kill for a Who script by Octavia Butler.

As for Castle Rock, it's a fictional town in Maine that appeared in several of Mr. King's novels, such as The Dead Zone, Cujo, and Needful Things. It was also featured in the novella, The Body, which was filmed as the movie, Stand By Me, in 1986.
The director of Stand By Me, Rob Reiner, named his production company after the town. Said production company went on to produce many movies and TV shows (among them Seinfeld).
The logo of the production company is a lighthouse and that is where, I suspect, Rodney's questionable attempt at humour came from.
There was also a short lived TV series called Castle Rock, set in the town, on a couple of years ago. Tried it, but couldn't get into it. It was cancelled after its second season (aside from the name of the town, there was really no connection to Stephen King or his stories).
And that's pretty much the gist of it.

Supposedly Dennis Potter was interested in writing for the series, of the production team approached him to write a script.
The universe will not be complete until Rivers Solomon writes a story for Jo Martin's Doctor.
