Something that struck me whilst watching this ep is how much Joe's frowner head makes him look like Baby from Dinosaurs.
And how come we hear the sub motors winding down and the sub crashing on the seabed to a shot of the sub not moving and already ON the seabed?
Right. It is established that the political situation in Porta Guava is 'dynamite'. Very bad, very delicate, tread carefully.
So.
What the fudge are the navy doing testing subs and blowing various things up just miles from the border?!?! That's a perfect excuse for Chaves to start trouble.
One important point that they never explained:
How did Joe pull this one off, when he never wore the glasses?
Isn't there a line like:
"Here are your goggles Joe, the radio link to the BIGRAT has ben built in."
or something?

Well, I watched it again and you were right. Word for word, in fact. Not sure how I missed it the first time.
When the two submariners were in the life raft, one of them spotted a search vessel, and they ducked down. This was about as useful as an ostrich sticking its head in the sand. If the searchers had spotted that big yellow life raft, they would have come over for a look, even if they could not see men in it.
Mac seemed utterly oblivious to the possibility that they might be watched out on the boat. Otherwise it might have occurred to him to select more appropriate attire than a business suit to fish in.
Mac and Joe apparently didn't coordinate their watches. When Mac was picked up by the police, he said something like, "Wait. My son has only three minutes...." Cut to the underwater scene, where Joe is still trapped. It shows him still working frantically to pry the shell open. Later, when talking to Mac at the hotel, he says something like, "After I got free, I only had three minutes left...."
A nit picked from the episode guide--when the sub first went down, it was because one of the missile launchers on the starboard side did not close completely. When they showed Joe examining the open section, it was on the port side.
