Chloe seems to be the "Adric" of this show (a character a lot of people hate).

I feel sorry for the actress, as none of this hatred is her fault. If the writers had given Chloe a fantastically well-developed character and Elyse was making a pig's ear of showing it, we could blame bad casting, but it's simply that the writers have - once again - little idea how to write an interesting female character. They had the same problem with Teyla in Atlantis - after a while they hadn't got a clue what to do with her and so relegated her to a supporting role. If they would keep Chloe more in the background, it might help her case!

Chloe did begin to grow towards the end.
