Well, yes... the existence of a place called Babel is most likely a reference to TOS... but how does that make it a remake? I mean, it's a planet, isn't it? To call this a remake because the location is the same is like saying the Vulcan arc is a remake of Amok Time.

Reportedly the plot is also similar (transporting delegates to a diplomatic conference) with an external enemy, although now instead of Orions it's (ta-daaa!) Romulans.
