Synopsis for this episode:
The President nervously awaits news of a submarine that has gone quiet close to North Korea.Toby debates arts funding whilst Sam, Bruno and Connie work out a way to advertise for the campaign. Babish tells Dr. Bartlett that she is being made the scapegoat in the upcoming investigation because the congress can't pin anything solid on the President.
Bruno wants to raise soft money. Wait a minute--what ever happened to the staff's efforts a few seasons ago to ban soft money? As I recall, the statement was made that the soft money loophole was not law but an FEC regulation. The President padded the FEC (using that entire scheme of leapfrogging ambassadorial appointments) so that they'd have a 4-2 majority on the Committee, thus making it possible to close the soft money loophole.
So what happened? The four commissioners never voted to close soft money? Or is Bruno asking the President to ask the FEC to re-open the loophole?
Jesse: "The President padded the FEC...so that they'd have a 4-2 majority on the Committee [sic]...."
My mistake: I meant "commission", not "committee."
