There was a scene in either season 3 or season 4 where Bartlett specifically told Hoynes he *WAS* on the ticket!

Also, your tense is wrong, since this was election night, it would have to have been "Hoynes wasn't on the ticket".

Synopsis for this episode:
It's election day. Toby and Andy see their unborn twins for the first time whilst Donna desperately tries to make right something she did wrong. Sam realises that his promise to a widow may just about come to fruition.
