The staff convinces the President not to intervene when a female Air Force pilot is court-martialed for failing to disobey a direct order: to cease an affair with a married officer. While some of the women (Donna, Amy Gardner, the First Lady and her daughters) press the men to do something, the military maintains that it is an internal matter and that the President shouldn't overrule his commanders. Meanwhile, Sam heads out to California to begin his run at the California 47th congressional district as Horton Wilde's stand-in. There, he schemes to get Toby to hire Wilde's former campaign manager, Will Bailey, to help write the upcoming State of the Union address.
