As his second inauguration looms, increasing acts of genocide prompt a reticent Bartlet to intervene in the Republic of Equitorial Kunhndu, after efforts by the UN, the Vatican, and a coalition of regional African nations fail to stop the bloodshed. Meanwhile, Charlie continues his fruitless search for the perfect inaugural Bible; in the end, the Bible in the House of Representatives Library is used, which turns out to be nothing more than a Gideon's Bible taken from a DC motel. Donna admits to giving a quote to Danny Kincannon's researcher, in which she asserts that the civilian members of the White House show no loyalty to the uniformed ones; however, Josh figures out that she's covering for her boyfriend, Lt. Commander Jack Reese, taking the heat so that his career is not adversely affected. Reese made the quote in anger after being transferred to Italy as punishment by the Secretary of Defense for following a presidential order to compile a report without the SecDef's knowledge, approval, or involvement. Finally, Will Bailey--working for Toby on a contract with the Democratic National Committee--is brought into the West Wing as the Deputy Communications Director and Special Assistant To the President.
