After Bartlet briefs the Cabinet of his intent to invoke the 25th Ammendment, a Cabinet secretary asks what would happen if he [Bartlet] and Walken gave contradictary orders. Bartlet responds, "Leo would know what to do."
BZZZT! Well, a half-BZZT. Leo should know what to do, but the more correct answer would be, "Until I sign the letter putting me back in office, you listen to Walken, regardless of what I say. After I sign, you listen to me, regardless of what he says." Bartlet's answer, while correct provided that Leo remains loyal to Walken, creates an incorrect notion in the Cabinet's collective mind that Bartlet still retains authority. In other words, Bartlet fails to impress on his Cabinet that they are legally obligated to listen only to Walken while he remains in office.
