Why is Toby being such a jerk to Will? I don't understand this animosity with Will's decision to work for the VP. Toby is acting like he has been personally betrayed. Granted VP Lumburgh was essentially chosen by the House Republicans, but get over it - he is VP now and should be on the same page as Bartlet.

Because he probably does feel a bit like he's been personally betrayed. Remember, it was Toby who hired Will (or convinced him to come to work at the WW).

Okay, the kid is turning the tree lights on and off and on and off. Something of that size, doing that repeatedly, would likely blow a fuse or something.

Harvey, I think the key is in the first few episodes of this season. Toby approaches Leo and says that he basically wants to shift all the communications stuff to Will, so that he [Toby] can "concentrate on the message." In other words, Toby wants to become a political advisor a la Josh, only focusing on the communications aspect instead of political liason.
When Will jumps ship to the VP's office, I think that pretty much kills this idea. Toby no longer has a deputy so capable that he can be left to his own devices. In fact, Toby has a meeting with Leo and asks him to forbid Will to go; in this same meeting, he brings up his plan to semi-retire from communications, showing that Will's departure will kill this.
