I don't know if this would work in the real world. Our current Imperious Leader would like you to think that he was drafted in 2000, but if you don't think he was planning this in 1994, I have a bridge to sell you in New York. He had daddy's name, contacts, and rolodex at his command.
I have heard that everyone in Congress considers themself elgible to run for President. Maybe it does take someone to push them to make the decision.
