SYNOPSIS: Santos must decide how to react when a 12-year-old black boy from Los Angeles is shot by a Latino LAPD officer. Meanwhile, with the President at Camp David, CJ must handle an international crises involving Russia, China, and Kazakhstan. She was supposed to be handling details for the upcoming Bartlett wedding, which Will must now handle. (In a side plot, Josh--having visited CJ in person to ask a favor from President Bartlett--stops in to visit Toby and learns the truth, that Barlett & Co. believe that Santos will lose the election.)

Great scenes with Toby. I'd almost forgotten about his anger with Josh. Unfortunately, the writers crammed too much into this episode. They should have dropped the whole Russia/China thing. (For one, I've been watching the "Diplomatic Crises O'the Week" for 7 seasons now, and it's tiring. For another, I find the White House to be a boring place, with most of my favorite characters gone to the Santos campaign or otherwise gone in some way. Watching Kate Harper brief CJ on President Fartislov isn't nearly as compelling as watching Bartlett & Leo in the Sit Room going back and forth with Fitz, Hutchinson, and Nancy.) They had a great chance to give us some insight into Toby's reasons, and instead the Toby visit served only to highlight the difficulties of the Santos campaign.

Funny how Josh didn't point out to Toby that Bartlet didn't volunteer for the Presidency, either; Leo had to convince him to run.

Other than that, those Josh/Toby scenes were excellent.

"Oh... she might be bringing the Queen." Snerk.

I was hoping that Josh would quote or paraphrase Arthur C. Clarke in that the best leader is one who is dragged kicking and screaming into office.

I find it amazing that I like and hate Toby all at the same time.

So what's the story with WW not being on in November? Is NBC planning on killing the show?
