No, he wasn't. It was actually a nice way to avoid mentioning how the election came out -- if Santos won, they'd have had to refer to Leo as "Mr. Vice-President," whereas if he hadn't, they'd have gone on calling him Leo, and either way, we'd have known. Easiest thing to do was not have him there.
