Handcuffed and on his way to trial at the court of appeals, Gordon Baxter (aka "Chamelion") instead breaks out of his handcuffs and impersonates the judge (using sophisticated makeup), escaping before Michael can catch him. In 1982, Michael sent Baxter to prison for stealing and dealing arms, and now Baxter wants to get Michael back. First though, he sets up a deal with arms trader Armand Pressler - Baxter will steal something called "Lone Eagle" for a hefty price. Michael goes to see Baxter's daughter Toni, who gave up on college and started a singing carreer when she found out about her father being in prison. Michael doesn't know it, but he was being spied on by Baxter in disguise from afar. After Michael leaves, Baxter tells Toni he's heading to the high desert area for some kind of deal. In fact, he poses as a military major and steals Lone Eagle itself - a high-powered jetpack with rocket-launching capabilities. Wanting to know more, Michael poses as a mercenary wanting to buy Lone Eagle from Pressler. Unfortunately, Baxter spots Michael and realizes he's onto him. Toni calls Michael later and says her father wants to give himself up, but it turns out to be a trap. One of Pressler's men jumps Michael, but KITT acts as a diversion to allow Michael and Toni to escape. Michael and KITT head to JBX Industries, a site which has a government contract to test rockets which could be used on the Lone Eagle. Baxter is already there, having used his voice to impersonate Devon and his face to impersonate Michael to steal the rockets. Michael and KITT give chase, and before Baxter can escape, Michael catches him in the air. Baxter is sent back to prison, Pressler and his men are busted, and Toni decides to go back to school and live a new life.
THOUGHTS: -Good episode, though some of it doesn't make sense (how did Baxter make the masks in prison, how did he know Devon's voice so well, etc).
-Fun stuff with KITT and the leaflet guy/puzzle. Michael: "How about that, buddy? Lace curtains." KITT: "Oh, Michael...where did I go wrong?"
New features on KITT: +LPG Analyzer (decodes scrambled messages) +Air Vac (cleans out the air inside KITT, even after an explosive goes off in his trunk!)

NITS: -Both times KITT exits the semi, it's a reused shot (the second time is from "KITT VS KARR").
-Somehow KITT gets a camera shot of Michael exiting Toni's back porch even though KITT is by the front porch.
-When Baxter first engages the Lone Eagle, the sound effect is actually KITT's turbo boost sound from season 1.
-When Michael actually grabs Baxter you can see some kind of crane holding them up at the top of the screen.
