After a volcano erupts 3 days early in San Duarte, President Sosa and a US advisor named Tom Harrington are taken prisoner by Colonel Peralta and the military, and martial law is imposed. Peralta believes that democracy must be eliminated from the area, and to strengthen his cause he wants Harrington to make an anti-democracy speech - or Harrington's wife will be killed. Michael and RC3 arrive looking to find a pro-democratic rebel named Lisa Corales at the local tv station. Michael, Lisa and another rebel named Raul Martinez use KITT to cross the lava flow. After crossing, Michael acts as a US government agent to try and talk to Peralta, but he is betrayed by Martinez and thrown into prison. With few alternatives, RC3 comes up with a plan. He throws a fight in a local bar and becomes a prison janitor, where he is able to take out a guard and switch the firing line bullets with blanks. Michael and RC3 free everyone and stop Peralta, but Lisa finds Martinez and wants to shoot him. Michael stops her and reminds her that he has the right to a trial and that's part of what she is fighting for. Harrington and his wife decide to stay behind to help rebuilding efforts.
