Is it true it's in this movie that has the only other appearance (unofficial, though it may be) of George Lazenby as James Bond?
Yep.
I think the license plate on the car Lazenby was driving read "JB 007." Was it an Aston Martin?
Patrick Macnee was the head of U.N.C.L.E. here, replacing the late Leo G. Carroll.
Adam, it's been a while since I watched it but, I think it was an Aston Martin.
It was indeed an Aston Martin. 1983 was a very good year for Bond, with Roger Moore in Octopussy, Sean Connery in Never Say Never Again and George Lazenby in the UNCLE reunion movie.
The license plate said simply "JB".
The scene basically goes like this:
Napoleon Solo and a beautifl femme fatale are in his car near Las Vegas being chased down the freeway by bad guys. When the bad guys close in for the kill, we hear music that sounds somewhat like the famous James Bond bass guitar action theme, then the Aston Martin pulls into view, we see the "JB" vanity plates, and as the shot widens we see it is driven by Lazenby in a tux. He shouts out something to Solo like "Need help, Napoleon?"
I forget how (maybe a pistol or maybe a built-in gun), but JB gets rid of the bad guys, then before he pulls away he and Solo salute each other, and as he speeds out of sight, the girl turns to Solo and says "OH MY GOD, was that really...?"
And Solo smirks and says, "Yes... that was... JB."
End of scene.
