I Say ancient Egypt. The King became a god in the Afterlife, and the Afterlife was just doing what you did in life for all eternity.

Rameses II (?) actually became a god BEFORE the afterlife. As far as I know, he is the only one to successfullly (as in his successors believed it) pull this off!
