In order to get her passport for Europe, Lucy needs her birth certificate, but Jamestown has no record of Lucy.

Lucille Ball was actually born in Jamestown,NY.
Although in her autobiography she mentions she
used to "romantize" her birthplace by claiming
she was born in Montana,but in reality she was
born in Jamestown,NY and the mention in the
episode is one long injoke!:)
