I've been re-watching this series on Crackle and something stood out to me on this ep. Noah tells Sylar that his "powers won't work in there," meaning his cell of course. However, not long after, Eden tries to pursued him to kill himself and he's able to pull her through the glass telekinetically. So which is it? The Haitian wasn't around all the time, so there was either something in the construction of the room, or HRG was lying to him and it was really just drugs suppressing his abilities.
