Also, I thought Seaquest 2032 happened in the year 2032, but doesn't it really occur in 2031?

season2=2020(1 year later-DSV 2 launched)
season3=2020 or 2021 + 10=2030 or 2031...
Actually, seaQuest was commissioned about a year and a half before the first episode, so:
seaQuest DSV commissioned: 2017
Season1=2019 (Bridger assumes captaincy of seaQuest)
Then, when seaQuest was destroyed in the season finale of season 1 (which was probably close to a year after Bridger boarded), seaQuest 2 was built... and it wasn't instantly. I think somewhere they mentioned it was a year that it took to build her.
So, revised timeline:
seaQuest DSV 1 commissioned: mid-2017
Season 1: 2019
Season 2: 2021
Season 3: 2022 (+10)= seaQuest DSV 2032

Yes, but ther is evidence that they packed the 3 years worth of work into 13 months.
Also, in one of the books (are they canon?) they mention the 3 years also, and that a standard tour of duty is 3 years.
I'm not really sure about the books, but they contradict some other things as well, so I'm not really sure if they count. But in the last episode of the first season, everyone's worried about signing up for another 13-month tour of duty. This would indicate that the one they just finished was also 13 months. So that makes the timeline:
2019: First season
2020: lag time while DSV 2 is built
2021:2nd season begins
2022: 2nd season ends, they are transported 10 years to 2032!
Maybe it wasn't an exact ten years to the date... if it were anywhere from exactly 10 years to 10 year and five months (or so), the people talking about the events might just round it to ten years for the sake of brevity.
In the first episode of Season 3, Hudson mentioned the date Seaquest 'vanished' in his conversation with Lucus, which takes place a few months after the 10th anniversary of the disappearance, but a while before mid December.
Here in the UK, the Horror channel (Freeview Ch 70) is showing SeaQueast eps at 8 am - today's was the one with Ford's father and the pre-historic giant crocodile (Meltdown?), so if I've counted the ep listing right, Season 3 will start on December 16th.
