Raven
A thief breaks into a building and steals some device. Later, two members of the USA Joint Chiefs of Staff and four four-star generals are killed when a missle test backfires, destroying the observation building they are in. It is discovered that "Raven," an international thief/mercenary has stolen a device that can alter the programming of the missile, and given it to someone who paid dearly for it.
Frank backsteps, KOs the person who paid Raven, and joins her as a thief. He tries to convince her not to go through with stealing it, but after some messups and a stabbing of Frank by the buyer, they manage to contact the NSA and prevent the original accident. Meanwhile, Frank grows close to Raven, but she has her job and he has his.
