Alfarian hair pasta. Made from the folicles of a mature Alfarian. Sounds like Alfarian is a humanoid species rather than a common animal.

The 'bun of steel' was Janeway's main hairstyle in the first 2 seasons (up to season 3 - around 'Futures End'), however in several episodes (this one, 'Cathexis' to name a few), she had restyled it, but just on the one one-off.

Evidently Neelix hasn't realized that he's already an accomplished pilot by this ep. In later seasons he handles himself quite well in a shuttle, and claims his life before Voyager is the cause of it, but here he's pretty useless.
