What was his own agenda? I don't understand his reasoning. In "Erlenmeyer Flask" he keeps talking about "your case", and how they need evidence.

But wait...So far we've met three officials senior to Mulder & Scully: Section Chiefs Blevins and McGrath, and Assistant Director Skinner. We know that Blevins and Skinner were in league with the CSM, and we have reason to suspect that McGrath was as well. How can they possibly prove anything with so much conspiracy above them? Wouldn't the reports be buried? How does D.T. expect them to develop a case? They've only gathered one piece of evidence (the implant from Ray Soames' nose in "Pilot") and it ended up in CSM's hands! What is Deep Throat up to?
