S.R. probably means "Senate Resolution". Refer to the Schoolhouse Rock song "I'm Just a Bill" for furthur explanation.

I got the possible meaning off of Tiny Dancer's X-File Episode Guide. She lists Senator Richard Matheson as one of the characters, so that backs up the possible explanation.
