A quote from the magazine:

"OK. OK, we know what some of you are thinking: 'If these are the 25 best action movies ever, where the heck is Star Wars?' Or, "Shaft and Zulu made the list and not The Matrix? These people must be on crack!
We at Cinescape wrestled with some of these same questions while compiling our best-of-action list. First off, we had to define what an action movie was, a tricky task since action often is mixed with other genres. Obviously action flicks had to include plenty of chases and fights central to the main story. We also thought they should take place on modern or near-modern Earth, thus weeding out films that could better be classified as science fiction (Sorry, Aliens. Sayonara, Star Wars). Above all, our top 25 movies had to have that intangible brawny quality that all action movies have. Movies like RoboCop and The Terminator made the list because they simply feel more like action movies, despite their sci-fi elements."

I think it's a shame the The Rock did not make the list but Cinescape thinks Michael Bay is the devil, so it was never a major contendor for the list in their eyes.
