James Woods gives a fine performance as "America's Mayor" Rudolph Guiliani. Using the events of 9/11/01 as a framing device, the film chronicles the career of Mr. Guiliani from Federal prosecutor to his controversial tenure as New York City mayor.
The recreated scenes of the mayor in downtown Manhattan as the 9/11 events were unfolding look too much like recreations. The street signs don't quite match the real ones. (The film was shot in Toronto, and intersperses real 9/11 footage with the recreations.)
Woods as Guiliani is shown wearing three-button suit jackets in the mid-90's. I don't think the three-button jackets came back in style until the late 1990's. The film's producers did get Guiliani's eyeglasses right, though.

I'd like to see a sequel to this movie, where we see Guiliani as he is now - three divorces, showing off his receding hairline, and constantly seen on the political talk shows acting as Donald Trump's stooge.
