Mystic River

The main plot of this film concerns the murder of a teenage girl. The investigation is handled by the Massachusetts State Police. But...why are they handling the case? Aren't murder investigations handled by the local police departments?

Not necessarily. If it happens outside city limits, or in an unincorporated area, then the appropriate authorities (in CA, the county sheriff, elsewhere may be the state police) handle it.
