I swear this makes sense in my head, so here's my first attempt;

A serial killer who preys on children escapes justice by joining the Wehrmacht, rising to the very top of the Nazi regime by the last year of the war. Refusing the orders of an insane dictator which would have destroyed an entire city, he surrenders to the Allies.

Escaping in the chaos of post-war Germany, he takes his skills and significant finances to the civilian world, rapidly founding a worldwide criminal empire. His hopes dashed by the British secret service, he fakes his death and flees to a small Central European nation, where he assumes a place as the head of the aristocracy. His murderous, incompetent reign is brought down by a small band of children.
